In our rating, we comprehensively assess the work of members of the Council of Ministers, both those heading ministries and those employed in the Prime Minister's Office.
We assign ratings on a twelve-point scale from A++ (exemplary rating) to D (worst rating). We assume that B- (6/12) is an average rating for a competent but unremarkable minister. The final rating is a weighted average of the component ratings in three categories: quality of governance (70 per cent weighting), public communication (20 per cent), and political strength (10 per cent).
In the 2025 rating, Maciej Berek, Minister for Government Policy Implementation, received the highest overall rating (A). He contributed to accelerating the legislative process in the government and distinguished himself, among other things, through his involvement in the deregulation process.
